I tried everything so in a moment of inspiration (desperation?) I turned off the Hotspot Shield VPN I use & Lo I've got pixelated nipples back. :D
Turned it back on & I've still got 'em.

Vic, when i have done something silly and can't undo it the way it was 'done', (on the laptop anyway), the easiest thing for me is to restore the laptop to an earlier time.
(pity one can't do the same in life.... :( )

I create manual restore points at regular intervals just for this purpose, but I think Microsoft create restore points at 'critical update' time.
From your 'control panel', go to 'recovery', and there should be an option to reset your laptop to a previous point - I think..... :)
