Residence Chadorli Ecuras 16 ?

On our drives about the area Dept 16 over the years we keep driving past this place, its a strange situation, there is some new house's perhaps new a few years ago, but the whole area has been dug out and landscaped for more plots, there only seems to be three house's that have people living in them, the others look empty, the whole site and signage is semi derelict. Have checked the website (Dutch) its very glossy, they have a siret Number, so all above board, but why has all work stopped, anybody lives nearby with the gossip ? not looking to buy just curious.
