Traditionally, tarmac is a quicker surface than grass. F1 is dull enough already & if the stewards are going to penalise everything other than follow the leader then it's just going to get even worse.

For once the FAI (Ferrari Assistance International) made a decision that did not favour their favourite team, how many times has Hamilton been penalised for a small transgression, he also has lost a race because of a time penalty, even though he crossed the line first, accept it and move on Sebastian, as I am sure he will.

Oh yes remember the incident when Sebastian rammed Hamilton whilst following the safety car, nothing was done or said about it another FAI (Ferrari Assistance International) decision.
