Having had the compulsory diagnostic done for the house I was selling, i think it would be of limited use as a UK-type survey.
They check out your insulation/double glazing, look at your earth connection, check local maps for flood and earthquake risk, and inspect for termites,...

I would think it does. Because once the compromis is signed by both parties it's fairly binding, difficult to get out of.
