My wife works on the front line dealing with these cases. So she has experienced it all. Mostly it's quite tragic, but as with all walks of life there will be a small number trying to gain an advantage. Often through desperation, but occasionally for personal gain, perhaps via some measure of decept...

@ Bluebird, in California they sometimes use a "French drain" to evacuate too much water.
